They are technically called Jultomten, also known simply as ”Tomten”, and are Sweden's Father Christmas, visiting houses in the afternoon on Christmas Eve (when Christmas in Sweden is celebrated) to distribute presents to children. These are hanging decorations. Not made locally but no less cool for that.
